What Does P0521 Mean?
P0521 means the oil pressure sensor's signal is out of the expected range for current operating conditions. The ECM compares the sensor reading against a model based on RPM, oil temp, and oil viscosity — when the sensor reads implausibly high or low, P0521 sets.
On the 2008–2019 Toyota Highlander 2GR-FE V6, P0521 is almost always the sensor itself failing, not actual low oil pressure. The sensor sits on the back of the engine and bakes for years. That said — always verify actual pressure with a mechanical gauge before replacing parts, because real low pressure means catastrophic engine damage if ignored.

Step-by-Step Diagnosis
Verify actual oil pressure with a mechanical gauge
This is non-negotiable. Remove the oil pressure sensor and thread in a mechanical gauge. At hot idle, the 2GR-FE should read 14+ PSI. At 3000 RPM, 50+ PSI.
Inspect the sensor and connector for oil
Pull the connector. Oil in the connector = leaking sensor diaphragm. Oil also wicks up the wire and corrodes the ECM's input — clean and repair before the corrosion spreads.
Measure sensor signal
Back-probe the signal wire with engine running. Should read 0.5V at zero pressure, 4.5V at max. A flat reading or a value pegged at 0V or 5V indicates a dead sensor.

- Loctite 567 thread sealant (PTFE) — approx $12
- Mechanical oil pressure gauge (test tool) — approx $45
Procedure:
- ALWAYS test mechanical pressure first.
- Allow engine to cool — exhaust is right below sensor.
- Lift vehicle on jack stands; access sensor from below.
- Unclip electrical connector; inspect for oil.
- Use 24mm or 1-1/16" deep socket to remove sensor.
- Clean threads in block with shop rag.
- Apply thin coat of Loctite 567 to new sensor threads.
- Thread sensor in by hand; final torque 20 ft-lb.
- Reconnect harness; start; check for leaks.
- Drive 10 miles and confirm code does not return.
